For most of the women, a timid sense of self kept them in unhealthy relationships (including an unhealthy relationship with the government system!). It's refreshing to discover someone with such a healthy grasp on assertion as opposed to boldness. With assertive communication the women could stop being victims. As for treatment, you spelled  out some of the problems, and how long treatment might be expected to  take to learn the skills you mentioned.  From working with such teens I can safely say it ranges from 3 months to 2 years.  Some, unfortunately give up and never learn the necessary task, others go unrecognized and untreated in our society.
